  GLE was the UK financial intermediary for the Phare and Tacis joint venture programme (JOP) which involved promoting and vetting grant applications to the EU for east-west joint ventures between British companies and those of the Russian Federation and Phare countries. The company also managed another EC programme known as JEV (joint European ventures) which supported partnerships between SMEs within the EU.

GLE oneLondon established a national SME agency, in partnership with the Minister of Industry, and also developed two regional development agencies (RDAs) and two SME support centres in Russia.

Alongside this GLE oneLondon provided project and financial management, including the bank guarantee, a long-tern expert, resident in Sofia, and several short-term experts who advised both the RDAs and SME support centres on the development of their services.
