LDA Childcare Affordability Programme
GLE has been appointed as the managing agent for the London Development Agency’s (LDA) Childcare Affordability Programme (CAP).
CAP is the LDA’s largest investment programme, joint funded with the Department for Education and Skills (DfES). The programme is designed to make childcare in London more affordable for lower income families, thereby enabling parents on lower incomes to remain in or return to work or improve their work life balance.
All 33 London boroughs are participating in CAP pilots in which the LDA and DfES are investing £33m over three years (2005—2008) to provide subsidised childcare. Up to 10,000 affordable fixed and flexible childcare places are expected to be created through directly subsidising Ofsted registered and approved childcare providers. The boroughs have been invited to seek applications from childcare providers in their area, to subsidise up to 50% of the childcare places they are offering. The scheme is open to families in receipt of the Child Tax Credit whose children are offered both subsidised full-day and flexible care places.
GLE is responsible for the technical management of the programme: for briefing the participating boroughs, facilitating funding rounds and workshops, we manage the appraisal, selection and contracting processes, reporting the take-up of places and monitoring the evidence of places taken up both at a borough and provider level.
