Analysis and evalutation of guidance for beneficiaries of Operational Programme Development of Human Resources (2004 – 2006) in the Czech Republic
The consortium of GLE and „HOPE-E.S., v.o.s., division EUservis.cz, was appointed by the Ministry of Labour and Social Affairs of the Czech Republic to deliver the following Technical Assistance project: Analysis and evaluation of the guidance for beneficiaries of the Operational Programme Human Resources Development (2004-06)”.
The main goal of this project is to evaluate the guidance for beneficiaries of the Operational Programme Human Resources Development (2004-06) and formulate recommendations for drafting the guidelines for applicants and beneficiaries for the new programming period 2007-13 in order to make them as understandable as possible and to provide a real support during the project preparation and implementation from 2007-13.
This project should contribute to the clearer and smoother administration and implementation of projects in the framework of the Operational Programme Human Resources and Employment 2007-13.
The analysis of the guidance for beneficiaries is undertaken in two phases:
1. Firstly the analysis of the text itself, its clarity, suitable division of the text, usefulness and so on.
2. Secondly, interviews with the institutions involved in the ESF implementation structure on the one hand, and with the beneficiaries of the Operational Programme Human Resources Development on the other hand.
This project is co-financed by ESF and the Czech budget.
